What it is:

When you read posts, there is a little icon that allows you to "add" or "takeaway" from someones's reputation. The better your rep becomes,the more green dots you have under your name. The worse it gets, you begin to accumulate red dots under your name.

When used properly, it can make for a great way for a forum to "self moderate" itself. If not set up properly, it can create problems. I have set up enough boards to know how to set this up properly.
